Excellent breakdown of the six-layer approch. The insight about leveraging existing advantages (R&D, alliances, market-making) instead of trying to replicate China's centralized model is spot-on. The layer 6 focus on circularity and substitution is probaly the most underrated, since scaling urban mining could sidestep the whole geopolitical chokepoint within a decade or so.
